The Council’s net residential density target is a minimum of 3 units per acre for cities and townships designated as either suburban edge, emerging suburban edge, or rural center.

The Metropolitan Council, on June 12, approved Livable Communities grants to set the stage for planned development in Brooklyn Center, Hopkins, Minneapolis and Saint Paul.

A 3.3-square-mile rural center community of 6,200 with a good understanding of Mother Nature’s reign; with much of the city located in a floodplain, it is vulnerable to flooding.
