Originator:Minnesota Department of Employment and Economic Development (DEED) and the Metropolitan Council.

Title: Employment at Place of Work

Abstract: Minnesota Department of Employment and Economic Development (DEED) compiles quarterly counts of employees, employer establishments, and total wages paid, covered by Unemployment Insurance in Minnesota, as part of a nationwide reporting to US Bureau of Labor Statistics (BLS). DEED publishes summarized statistics of their Quarterly Census of Employment and Wages (QCEW) microdata by North American Industrial Classifications (NAICS) and by ownership category (federal, state, local government, private).

This dataset is republished DEED QCEW summary data at the county and community level.

Summary statistics at the station area level are developed by the Metropolitan Council based on DEED QCEW, U.S. Census Bureau LODES data, and Minnesota Department of Education staffing counts. U.S. Census LODES data is substituted in where QCEW data is not available because of QCEW nondisclosure protections. Department of Education data is substituted for the local schools sector. Estimates for zone areas are allocated to station areas for station area level employment.

Purpose: Used by Metropolitan Council for monitoring regional and local employment trends over time.

Access Constraints: None. This summary dataset does not include restricted nondisclosable data.

Use Constraints: Station Area are defined as half-mile, non-overlapping transit-influenced areas based on existing and planned transitway station locations as defined by MetroTransit. In general, transitway stations are defined as a centrally located, single station point representing multidirectional transit stops or platforms. Additional consolidations of transitway stations were made to "coexisting" multimodal stations (i.e., Blue Line's 46th Street Station (Hiawatha Ave) A-Line's 46th Street Station) before defining Station Area. Both the consolidation of stations and definition of station areas are supported by the Federal Transportation Administration (FTA) Reporting Instructions for the Section 5309 Capital Investment Grant Program.

The source and allocation methodology of data included in the Station Area Statistics can be found in the data layer metadata record.

Because some station areas can represent more than one transitway corridor, the statistics for all Station Areas are provided with the download of any data layer requested at the All Station Area geography. Each Station Area is associated with a transitway Corridor segment (Corridor_ID). A Corridor segment can include one (1) to eighteen (30) stations. Use the following matrix to associate and/or summarize Corridor segments to a specific corridor(s):

Lineage: Data at the community, county, and regional levels are republished data from Minnesota Department of Employment and Economic Development (DEED).

Due to data disclosure restrictions, DEED does not release employment data for all communities. Missing community-level employment totals are estimated by Metropolitan Council staff. Metropolitan Council estimates are identified in the DATASOURCE field as "METC."

The Metropolitan Council has also made adjustments in this dataset to St. Paul and Maplewood total employment for years 2000-2002, and to Inver Grove Heights total employment for years 2000-2004.

TAZ employment estimates are developed as an input into the Metropolitan Council transportation model. These employment estimates are based on DEED QCEW microdata, enhanced with Minnesota Department of Education staffing counts and substituted with U.S. Census Bureau's LODES data where counts are not disclosable in accordance with Deed's data privacy restrictions. Where TAZ employment estimates dramatically under or over estimate employment within a station area, the Metropolitan Council inferred a reasonable employment count based on preceeding and subsequent year's employment.

Data at the Station Area level is developed by the Metropolitan Council based on DEED QCEW microdata and enhanced with Minnesota Department of Education staffing counts. Due to known geospatial inaccuracies of reported employment within public school districts, staffing counts from the Minnesota Department of Education are substituted for public school district employment. Where summary statistics are not disclosable in accordance with DEED's nondisclosure restrictions, employment estimates were allocated to station areas from the TAZ employment estimates based on ratios of observed or planned nonresidential land (i.e., commercial, industrial, institutional) within a station area.Where Station Area employment estimates dramatically under or over estimate employment within a station area, the Metropolitan Council inferred a reasonable employment count based on preceeding and subsequent year's employment.
