MCES division of the Metropolitan Council is primarily responsible for wastewater treatment in the Twin Cities region. MCES is supported by fee revenue that includes both wholesale-and retail- type fees.
No tax revenues support wastewater services or debt service.
Wholesale-type fees are charged to municipalities who then charge their customers (including residential, commercial and industrial treatment). Retail-type fees are fees charged directly to the customer (end user). MCES charges retail fees directly to some industries.
Ensuring sewer fees are nationally competitive is an important part of the Council's mission.
