Title Estimated Peak-Hour Travel Time, Twin Cities Metropolitan Area
Abstract The travel times from each community to downtown Minneapolis, downtown St. Paul, and the Mall of America are derived from the Twin Cities Regional Travel Demand Model. For this travel time data, the shortest path defined by congested travel time between all pairs of Transportation Analysis Zones was traced and tabulated in both the AM peak hour and the PM peak hour for each of the years reported in the data set. The values from the center of each community to downtown Minneapolis, downtown St. Paul, and the Mall of America were then extracted and reported in the data set. Inputs for the model consist of projections of the population, households and employment in future years allocated to Transportation Analysis Zones. The anticipated highway network (existing roads plus planned improvements) is also an input to the model. Additional information on the model can be found in Appendix F: Clean Air Act Conformance of the Transportation Policy Plan. The population, household and employment data, along with the highway improvements listed in that appendix were the inputs used to generate the congested travel times for 2020 and 2030. The input population, household and employment data for 2010 was provided by communities in the past and 2005 was estimated by interpolations of 2000 to 2010.

For this travel time data, the shortest path defined by congested travel time between all pairs of Transportation Analysis Zones was traced and tabulated in both the AM peak hour and the PM peak hour for each of the years reported in the data set. The values from the center of each community to downtown Minneapolis, downtown St. Paul, and the Mall of America were then extracted and reported in the data set.

DESTINATION_CODE: MOA = Mall of America
MSPCBD = Minneapolis Central Business District
STPCBD = St. Paul Central Business District

DESTINATION_DESC: The destination of the trip.

GEOGRAPHY: Name of the city, township or unorganized territory, e.g.
Benton Twp., Blaine.

TIME_OF_DAY: AM = 6:00 a.m. to 9:00 a.m.
PM = 3:00 p.m. to 7:00 p.m.

TRAVEL_TIME: Estimated number of minutes of travel time from the center
of the community to the destination.

YEAR: The year of the data.

CO_CODE: 3 digit FIPS and state standard county ID code
003 = Anoka County
019 = Carver County
037 = Dakota County
053 = Hennepin County
123 = Ramsey County
139 = Scott County
163 = Washington County

CTU_CODE: 5 digit FIPS55 'Place' code for CTU. As of 2006 these
codes have been officially retired by the federal government. They
are replaced by the GNIS codes below. The Census Bureau will continue to
create FIPS55 Place codes for new cities and townships through the 2010
Census. After that, no new FIPS55 codes will be created. Note that for
townships that wholly incorporate into cities, the same FIPS55 code for
the former township will usually be used for the new city. Conversely,
GNIS creates a new ID for the new city.

CTU_ID: The Geographic Names Information System (GNIS)official federal
unique identifier for each city, township or unorganized territory.

COCTU_ID: 11 digit identifier for the combination of county and CTU
(concatination of CO_CODE and CTU_ID_CEN). This is the official U.S.
Census Bureau format.

CTU_NAME: Name of the city, township or unorganized territory, e.g.
Benton Twp., Blaine.

YEAR: The year of the data.

TIME_OF_DAY: AM = 6:00 a.m. to 9:00 a.m.
PM = 3:00 p.m. to 7:00 p.m.

TRAVEL_TIME: Estimated number of minutes of travel time from the center
of the community to the destination.

DESTINATION_DESC: The destination of the trip. Options are Minneapolis
Central Business District ("downtown"), St. Paul Central Business
District ("downtown"), and the Mall of America in Bloomington.

COMMUNITY DESIGNATION: A designation of each city and township based on the overall state of development and regional issues faced by that community.
