The purpose of the Transportation Demand Management (TDM) Evaluation and Implementation Study was to outline a clear process for selecting, funding, and implementing transportation demand management (TDM) strategies and also structuring and evaluating the Twin Cities TDM program. The study has involved local TDM partners and researching best practices from TDM programs nationwide. The primary focus of the goals and recommendations in the TDM Study are:
Improving the structure of the TDM program and ensuring TDM funding is prioritized for activities and projects with the greatest impact.
Developing a clear and transparent funding allocation process for TDM Congestion Mitigation Air Quality (CMAQ) funds.
Conducting regular and consistent evaluation of the impact of TDM strategies implemented by all TDM providers in the region.
Focusing Metro Transit’s TDM outreach efforts outside of local transportation management organization (TMO) service areas.
