Project Description

Metropolitan Council Environmental Services is making improvements to aging and deteriorating regional sanitary sewer facilities that serve homes and businesses in Saint Paul and neighboring communities. Recent inspections of sewer pipe and structures in the project area found significant corrosion and reduced structural integrity. Rehabilitation is necessary to avoid a future collapse that could result in a loss of sewer service, environmental impacts, public health and safety risks.

The Beltline project is part of a multi-phased rehabilitation program of the regional sewer system in the Saint Paul area. The first phase occurred in the vicinity of Phalen Park in 2016-2017. The Beltline project is the second phase and includes 7,300 feet of sewer pipe and structures scheduled to be repaired from September 2018 to June 2020.

The project is divided into two sites located on the Eastside of Saint Paul:

  • Site 1: Middle Beltline Interceptor – along Etna Street between Case Avenue and Beech Street
  • Site 2: Lower Beltline Interceptor – along Highway 61 south of I-94, and along Warner Road

The project will use cured-in-place pipe (CIPP) technology which injects an inverted liner into the existing pipe structure. This method minimizes surface impacts and reduces costs when compared to a full pipe replacement. Sewer manholes will be repaired or replaced as necessary along the way. Excavations will be needed at several manholes to install the new sewer liner and rehabilitate manholes.

Project Schedule

Work began on Site 2 (Lower Beltline Interceptor) along Warner Road and Highway 61 in September 2018 and is anticipated to be completed in late June 2019.  Work on Site 1 (Middle Beltline Interceptor) along Etna Street is anticipated to begin in May of 2019 and occur through the summer.

The estimated project construction schedule consists of the following:

  • Notice to Proceed: August 1, 2018
  • Begin Project Construction (Site 2): September 2018
  • Work on Penny Park/Parkway Middle School and Etna Street (Site 1): Summer 2019
  • Project Substantially Complete: December 2019
  • Project Final Completion: June 30, 2020
