Metro HRA Planning

Public Housing Agency Annual and 5-Year Plans

Metro HRA is required by the U.S. Department of Housing and Urban Development (HUD) to develop a Public Housing Agency (PHA) Plan. It includes basic housing agency policies, rules and requirements concerning its operations, programs and services. It is intended to be a convenient source of information for participants in the tenant-based assistance programs and other members of the public.

The plan includes two parts: the five-year plan and the annual plan. Both parts of the PHA Plan require PHAs to examine their existing operations and needs and to design long-range and short-range strategies to address those needs.
