Amended Record of Decision

The FTA issued an Amended Record of Decision for the Southwest LRT Project on May 15, 2018. The Amended Record of Decision covers Project modifications as described in the February 2018 Supplemental Environmental Assessment. The decisions and findings made in the May 2016 Final EIS/July 2016 Record of Decision remain in effect, except where this Amended ROD expressly alters them. 

Record of Decision

The Record of Decision (ROD) provides the Federal Transit Administration’s (FTA) determination that the requirements of the National Environmental Policy Act of 1969 (NEPA) have been satisfied for the Southwest Light Rail Transit (LRT) Project. The ROD was signed by FTA on July 15, 2016, and includes the agency’s decision regarding compliance with relevant environmental requirements. The ROD also summarizes the alternatives considered, impacts identified in the Final EIS, and measures to avoid, minimize and mitigate adverse impacts. The ROD applies to the Project described in the Final Environmental Impact Statement (EIS) published on May 13, 2016.

The ROD is supported by and includes four attachments:

  • Attachment A: Project Mitigation Measures and Responsible Parties by Environmental and Transportation Category
  • Attachment B: Section 106 Memorandum of Agreement (MOA)
  • Attachment C: Comments Received on the Final EIS
  • Attachment D: Responses to Comments Received on the Final EIS

Determination of Adequacy

The Metropolitan Council (Council) as the Responsible Government Unit (RGU) is charged with determining the adequacy of the Final EIS for the Southwest Light Rail Transit (METRO Green Line Extension) Project (Project).  On August 10, 2016, the Council determined the Final EIS for Project is adequate. This concludes the state environmental review process for the Project under Minnesota Rules chapter 4410.
