The Metropolitan Council will conduct a public hearing to receive public comment on the proposed 2025 Public Housing Agency (PHA) Annual Plan.
The Public Housing Agency Plan is a guide to policies, programs, operations, and strategies for meeting the housing needs of low-income households. There are two parts to the PHA Plan. The Five Year Plan (approved on September 25, 2024 for the years 2025 – 2029) describes the mission of the agency and the agency’s long-range goals and objectives for achieving its mission over a five-year period. The Annual Plan (last approved for the year 2024) is an update relating to the general policies and procedures for providing service in the coming year.
The PHA Plan is intended to be a convenient source of information for program participants, the U.S. Department of Housing and Urban Development (HUD), and the public. The PHA Plan is prepared according to the format required by HUD.

The Draft 2025 Public Housing Agency Annual Plan is available for review on the Met Council’s website at 2025 Metro HRA Annual PHA Plan DRAFT.
