Housing Funding & Finance

Livable Communities grant programs

Cities and townships that participate in the Livable Communities Act program are eligible for funding to clean up polluted sites for redevelopment, create affordable housing, and link different land uses with transportation. The program is voluntary and provides incentives that leverage partnerships and resources to help communities achieve their regional and local goals. More about the Livable Communities program.

Metro HRA

The Metro HRA administers rent assistance programs serving more than 6,700 households. The programs are primarily federally funded, the largest being the Section 8 program. The Council’s Metro HRA uses the federal Section 8 Housing Choice program to provide vouchers to eligible households, who pay a percentage  of their incomes for rent, with Metro HRA paying the remainder within established fair-market rent guidelines. Pathways to Removing Obstacles to Housing (PRO Housing)

PRO Housing is a U.S. Department of Housing and Urban Development (HUD) project to support communities who are actively taking steps to remove barriers to building and preserving affordable housing. The Metropolitan Council, in partnership with Hennepin and Ramsey Counties, was awarded two grants (FY23 and FY24) to improve policy and support planning, award grants to implement local policies and programs, and build new deeply affordable housing. Corridors of Opportunity

The Corridors of Opportunity initiative worked with communities and neighborhoods to provide funds for more housing close to rail and transit that is affordable and energy efficient with funding from two national sources. The initiative has ended, and final reports are available through the Partnership for Regional Opportunity.
