Date: Wednesday, November 5, 2025

Time: 4:00 PM -

Location: 390 Robert Street North, St. Paul, MN 55101

The Metropolitan Council is taking public comments on amending the Regional Parks and Trails Policy Plan’s System Plan to establish the Regional Parks and Trails System Geographical Information System (GIS) data as the primary reference for regional park and trail boundaries.

  • Draft amendment to the 2050 Regional Parks and Trails Policy Plan, Modernizing Mapping Project, Attachment 1 of Business Item 2025-220
The Regional Parks and Trails System has grown substantially since its inception in 1974, making it necessary to embrace technological advancements and process improvements. While regional park and trail long-range plans will continue to serve as the vehicle for Met Council approvals, this 2025 Policy Plan Amendment seeks to establish the Regional Parks and Trails Geographic Information Systems (GIS) dataset as the primary reference for regional park and trail boundaries regardless of long-range plan status. The GIS dataset will support acreage dependent calculations and reporting. It will also serve as a resource for Policy Plan, web, and promotional mapping. The GIS maps parks and trails at the parcel-level through an interactive platform that supports annual updates and in-depth analysis. By formalizing the GIS as the source for regional park and trail boundaries, the system achieves greater precision and consistency across the entire region.
