The Metropolitan Council’s Transportation Advisory Board is receiving public comment on the Draft 2025-28 Transportation Improvement Program. The four-year program includes highway, transit, bicycle, and pedestrian projects proposed in the Minneapolis-St. Paul urbanized planning area, including the seven-county metropolitan area.
These are federal- and state-funded projects that will:

Build better roads that improve safety and include all forms of transportation

Invest in transit to create a stronger system that supports our growing region and better serves everyone

Create community connections by developing and improving bikeways and walkways

At the close of the public comment period, the Met Council will prepare a public comment report and provide it to the Metropolitan Council and the Transportation Advisory Board for their final review of the program. The Met Council plans to consider final adoption of the Draft 2025-28 Transportation Improvement Program on Sept. 11, after the Transportation Advisory Board provides a recommendation on Aug. 21.
