Common questions: What is municipal consent?

In summer 2024, cities along the METRO Blue Line Extension route will start the process known as "municipal consent," which will include local review and feedback of physical design elements. How does it work and what does it mean?

  • Municipal consent is a process of local review and approval of the physical designs and structures.
  • Municipal consent is not a decision-making process for whether or not to build the project, but to empower cities to enhance and refine the project to better serve their communities and maximize the benefits of light rail.
  • Members of the public can comment on the plans at public hearings.
  • Hennepin County and the cities of Brooklyn Park, Crystal, Robbinsdale, and Minneapolis are required to review and approve or disapprove the municipal consent plans.
  • If a city or the county vote to disapprove the plans, they must identify specific changes to the physical design needed for approval.
