Project Description

Metropolitan Council Environmental Services (ES), operator of the metro-area wastewater collection and treatment system, is evaluating two segments of Burnsville Interceptor 3-BV-35 for rehabilitation. These segments of the interceptor and associated structures are in poor to failing condition and in need of repair or replacement. Methods for improving the sanitary sewer will be determined based on evaluation of current and future flows, stakeholder impacts, property access, environmental impacts, utility conflicts, and cost.

Site 1 runs along 19th Avenue South/Territorial Drive bounded by Woods Lane to the south to Sioux Court to the northeast and Northern States Power to the northwest.

Site 2

Site 2 is bounded by approximately 325 feet southwest of the Highway 13 and Cliff Road intersection, east along Cliff Road to Kennelly Road.

During the design phase, there will be limited impacts to traffic, bicyclists and pedestrians. Road impacts will be limited to 19th Avenue South, Territorial Drive, Highway 13, and Cliff Road.

Coordination with individual property owners will be necessary for survey, structure inspections, and wetland delineation.

Additional impacts will be updated once construction methods are determined.

The design of the project was completed in fall 2023. Construction will take place in two phases and is anticipated to be completed by fall of 2027.

Will there be any public meeting regarding this project?

“This Old Pipe”
The sewer pipes right under our feet are an important part of our wastewater infrastructure, but they are getting old and need repair. ES has a strategic plan to fix aging sewer pipes to keep the region’s wastewater flowing and neighborhoods safe.



 

“What’s That Smell?”
As wastewater crews fix our pipes from the inside, you might smell - well, poop. Another smell you might notice is a little bit like glue. These smells are normal, and they can escape during repair. Our crews will monitor odors to meet air quality standards and we’ll do our best to reduce them during construction.



 

“Operation: Restoration”
ES is committed to being a good neighbor and restoring our sewer construction sites back to how they were before, or better. We may need to remove or relocate trees and shrubs or wait for the right season to complete work like planting grass, but our on-site staff will be there to help!
