Project Description

Metropolitan Council Environmental Services (Met Council), operator of the metro-area wastewater collection and treatment system, is rehabilitating aging and deteriorating sanitary sewer pipes and structures on 36th Street between Colfax Avenue South and Harriet Avenue South in Minneapolis.

To minimize impacts to the area, sanitary sewer pipes will be repaired using a trenchless method called segmented slip-lining. Required excavation is anticipated to impact vehicle access and parking along the corridor. Crews will install above-ground temporary wastewater, stormwater, and water conveyance systems through the project area to maintain service during construction.

Construction is expected to begin fall 2026 and be completed winter/spring 2027. Final restoration to be completed in spring 2027. While we do our best to minimize impacts during construction, some temporary inconveniences may occur as the work takes place.

From west to east, there is an excavation point between Colfax and Bryant, at Aldrich, at Garfield, and at Harriet Avenue South. Phase 1 is from Colfax to Aldrich. Phase 2 is from Aldrich to Garfield. Phase 3 is from Garfield to Harriet.

Design will continue through winter/spring 2026. Construction is anticipated to begin fall 2026 and be completed winter/spring 2027. Final restoration to be completed in spring 2027. Construction activities and schedules are subject to change due to weather and other unforeseen circumstances.

Rehabilitation of the sanitary sewer pipes will be done by a method called segmented slip-lining. We will be inserting new sections of pipe inside the existing pipe. The new sections will be lowered down to the existing pipe at new access locations. The new pipe will then be sealed and pushed into place.

What to Expect

  • Work during this project is anticipated to be divided into three phases to limit impacts along 36th Street.
  • Road and lane closures will occur as part of the project.
  • Intersection closures will be required to allow crews to excavate at maintenance sewer structures.
  • Vehicle, bike, and pedestrian detours will be provided during route closures.
  • Business access along 36th Street will be maintained during construction.
  • Utility services will be maintained during construction.
Met Council is committed to providing a high level of customer service and restoring all of our construction sites to the same or better conditions than when we began the project.
