The existing Metro Plant air permit will be amended and an environmental review of the fourth incinerator project will be performed concurrently during preliminary design. The revised air permit for the fourth incinerator is required before issuing the notice to proceed to the design builder to start construction.

Voluntary Environmental Assessment Process
The Council will also be submitting a voluntary environmental assessment worksheet (EAW) including a risk analysis screening spreadsheet (RASS) and going through an independent environmental review of the project through the MPCA.
