Every community in the seven-county metropolitan area within the Metropolitan Council’s jurisdiction has received a “system statement” – a document that is required by state law and intended to help communities review and, if necessary, amend their local comprehensive plans. See tables of links to systems statements, below.
The system statement is a customized document informing each community how it is affected by the Metropolitan Council’s policy plans for regional systems – transportation, aviation, water resources, and regional parks and open space. Current forecasts for metropolitan area cities, townships and counties are online in PDF and Excel formats.
2022 System Statement Update
The Metropolitan Council recently revised and updated the 2040 Transportation Policy Plan and the 2040 Regional Parks Policy Plan and issued updated system statements. The system statement is a customized document informing each community how it is affected by the Metropolitan Council’s policy plans for regional systems.
As required by state law, local governments must review and, if necessary, amend the comprehensive plan within nine months of receiving the system statement. See tables of links to systems statements, below.
Visit the Council’s Local Planning Handbook for more information about system statement comprehensive plan amendments and contact your Sector Representative if you have additional questions.
Note: the system statements are PDF documents. Download the latest version of Adobe Acrobat Reader for best results.
The Council distributed updated functional classification maps due to an error in the 2022 System Statements issued on September 30, 2022. Local governments may review a PDF of the revised map on the Local Planning Handbook’s Community Page. See the associated technical memo for more information.
