Changing a functional classification

FHWA and MnDOT are conducting a comprehensive review of the Twin Cities Regional Functional Class System. Before starting any change request paperwork, please contact David Burns at 651-602-1887 to discuss how this review may impact your request.

Agencies

• Highway Administration (FHWA) provides federal guidance of functional classification concepts, criteria and procedures.
• Minnesota Department of Transportation (MnDOT) is responsible for aggregating and summarizing the state functional classification roadway system. MnDOT sends a statewide summary to FHWA on an annual basis.
• Metropolitan Council (Metropolitan Planning Organization (MPO) — as MPO for the Twin Cities metropolitan area, the Met Council must approve all changes to the Principal Arterial System and has delegated responsibility for maintenance of the Minor Arterial and Collector classifications to the TAB.
• Transportation Advisory Board (TAB) is responsible for managing the Functional Roadway Classification processes in the Twin Cities. TAB works with the Technical Advisory Committee (TAC) to ensure that the changes to the system are consistent with the guidance provided in the Transportation Policy Plan, by MnDOT and by FHWA.
