Inspections

On September 10, 2025, HUD formally announced NSPIRE inspection standard implementation has been delayed to February 1, 2027.  This delay will provide Housing Authorities and property owners additional time to transition effectively. 
  
Previously existing HQS requirements will remain in place until 2027. However, the following inspection requirements will remain in effect: 

  • Smoke Detectors (Requirements and Video
    • At least one hardwired with battery backup OR 10-year sealed battery smoke detector, in proper working condition, must be in the following locations: 
      • On each level of the unit 
      • Outside each sleeping area 
      • Inside each bedroom 
  • Carbon Monoxide Detectors (Requirements and Video
    • Are required if the property has any fuel-burning appliances (e.g., gas stoves, furnaces), fireplaces (gas or wood) and/or an attached garage 
    • Must be in the following locations: 
      • Outside each sleeping area 
      • On every level of the unit 
    • Combination smoke/CO alarms that meet both standards are acceptable
