Sewer Cleaning Waste Hauler Permits

Regulating the disposal of municipal sanitary sewer cleaning waste
The Industrial Waste and Pollution Prevention section of the Metropolitan Council is the delegated pretreatment program authority for the seven-county metro area. We regulate industrial wastewater discharges through a permitting system.

Sewer cleaning waste hauler permits are issued to communities and industrial users who transport and discharge municipal sanitary sewer cleaning waste to Met Council disposal sites.

Sewer cleaning waste is defined as solid and liquid wastes removed from municipal sanitary sewers and/or sanitary lift stations during routine cleaning operations using a vacuum truck or vacuum trailer.

Storm sewer cleaning waste is not accepted by the Met Council. All other wastes are handled under the Met Council’s Special Discharge Program.
 

Purpose of the Sanitary Sewer Cleaning Waste Program

  • To regulate municipal sanitary sewer cleaning waste discharged to the Metropolitan Disposal System
  • To designate and approve adequate sites for disposal of municipal sanitary sewer cleaning wastes

Permit required to discharge sanitary sewer cleaning wastes at Met Council disposal sites

Communities or private haulers that want to use Met Council disposal sites to discharge sewer cleaning wastes must obtain a permit through the Industrial Waste and Pollution Prevention section.

How to obtain a sewer cleaning waste hauler permit:
  1. Complete and submit a Sewer Cleaning Waste Hauler Application (Microsoft Word)
  2. Pay the first year's permit fee before permit issuance (see Rates and Fees)

How permitted sewer cleaning waste haulers must comply with the program

  1. Fulfill all permit requirements and conditions
  2. Comply with all disposal site rules and requirements
  3. Visibly display vehicle permit sticker on windshield
  4. Enroll in the Met Council Industrial Online Reporting System (IORS)
  5. Submit annual reports via IORS:
