Standard Industrial Discharge Permits

The Industrial Waste and Pollution Prevention (IWPP) section of the Metropolitan Council is the delegated Pretreatment Program authority for the seven-county Metro area. We regulate industrial wastewater discharges through a permitting system.  

Industries discharging wastewater into public sewers must apply for an industrial discharge permit unless IWPP determines that the wastewater has an insignificant impact on public sewers.  

Industrial Waste is defined as any solid, liquid, or gaseous waste, excluding domestic waste, resulting from any industrial, manufacturing, commercial, institutional or business activity, or from the development, recovery, or processing of a natural resource. 

To determine if your business generates industrial wastewater, you will need to complete and submit this survey of your business’s processes and waste.

How industrial users must comply with the program and permit requirements 

Industries that we determine to require a Standard Industrial Discharge Permit must comply with our delegated pretreatment program by: 

Standard Permit Types 

IWPP issues different types of Standard Industrial Discharge Permits based on an industry’s operations and processes, as well as annual discharge volumes.  


Standard Industrial Discharge Permit types (PDF)  

All Standard permittees must demonstrate compliance with federal, state, and local pretreatment standards and requirements through self-monitoring and reporting by a Signatory Authority.  

Reporting and Self-Monitoring Requirements (PDF) 

All Standard permittees are subject to Local Pretreatment Standards (discharge limitations) and may also be subject to Federal Pretreatment Standards.

Depending on the permit type and industry operations, one or more of the following documents may be required in a permit.

As the delegated pretreatment program authority for the seven-county Metro area, Met Council staff have the right to enter the premises of any industrial user to determine compliance with the Waste Discharge Rules for the Metropolitan Disposal System and any permit issued under the rules.
