District 4

Capital Program & Projects

Note: Capital Program districts are based on the former Met Council district boundaries (2013-2023) and will be updated in 2024 to reflect the current Met Council district boundaries adopted in 2023. District 4 includes all of Carver County except for the city of Chanhassen and all of Scott County except Spring Lake Township, Credit River Township, Cedar Lake Township, New Market Township, and the city of Elko New Market. Excluded is the Scott County portion of the city of New Prague.

Blue Lake System Improvements: Program 8028

This project provides improvements to meet the long-term conveyance capacity, reliability, and rehabilitation/replacement needs of the Blue Lake Interceptor System. This system includes gravity sewers, 29 lift stations, and forcemains from each lift station. Where cost-effective, some lift stations will be replaced by deep gravity sewers using tunnel construction methods. The remaining lift stations will be rehabilitated and/or replaced as necessary. Single forcemains will be upgraded to dual forcemains where criteria support this strategy. Gravity sewers will be rehabilitated as necessary. River crossings will be inspected and rehabilitated as necessary. The major project areas are Victoria, Excelsior, Mound, and Wayzata, and the gravity sewers in Chanhassen, Eden Prairie, Minnetonka, Prior Lake, and Shakopee.

Lift Station Rehabilitation: Program 8055

Capacity and condition assessments are being conducted along with regulatory reviews to identify system-wide lift station upgrades. These upgrades extend the life of facilities, reduce the risk of spills, and improve the safety of staff who operate and maintain lift stations.

Meter Improvements: Program 8056

This program provides funding to upgrade MCES’s ability to measure flows for billing, operational, and planning purposes and standardize meter equipment at similar facilities.  Meter improvements include meter rehabilitation or replacement, planning meter installation, and new meter installation.

Regional Plant Improvements: Program 8078

This program provides funding to address capital improvements at 8 regional wastewater treatment plants (WWTPs).

Waconia Lift Station / Forcemain Rehabilitation: Program 8083

Replacement of the west 9,200 feet of 7508 is planned as part of Phase 2. The existing 14-inch cast iron pipe would be removed and replaced with 20-inch PVC and HDPE pipe. The existing route would be followed through Lake Waconia Park and in TH 5 right-of-way. A micro tunnel crossing of CR 92 is necessary.

Regional Plant Improvements: Program 8090

This program includes miscellaneous projects to rehabilitate failing facilities, address Inflow and Infiltration (I/I) sources, and address general needs of the interceptor system not programmed into a region- or facility-specific program. This program also includes additional condition assessment work to complement the internal inspections work completed by operations. Office space planning and design to accommodate all the staff assigned to the Regional Maintenance Facility, and property transfer between Council and municipalities for public benefit. 

Wastewater Reclamation Facilities: Program 8091

This program provides funding for planning activities needed to support the Council’s overall wastewater reuse initiative.

South Area Interceptor Improvements: Program 8095

The interceptor systems in Apple Valley, Eagan, Farmington, Lakeville, Savage, and other south area communities in need of rehabilitation and/or replacement as well as expansion to serve growth. The program will rehabilitate existing interceptor facilities, including gravity sewers and force mains, and analyze the system needs to accommodate growth.

Blue Lake WWTP Improvements: Program 8097

This program provides funding for planning and implementation of projects to address renewal and capacity needs to improve performance for wastewater solids processing at the Blue Lake Wastewater Treatment Plant (WWTP).


In addition to the major projects, there will be interceptor rehabilitation, lift stations, and meter improvement projects located in the district.
