Project leads Metropolitan Council and Hennepin County are considering delivery methods such as Best Value Design-Bid-Build to foster a collaborative process with contractors, including earlier engagement in the procurement process.
Procurement strategy outreach
The Blue Line Extension Project is facilitating a multi-phase industry outreach effort to build awareness of the project, gauge contractor interest, and receive feedback on potential contract packaging options and delivery strategies.

The Blue Line Extension team is analyzing feedback to inform decisions on procurement strategy with a decision anticipated by the end of 2024.
