Supplemental Final EIS

The Metropolitan Council and the Federal Transit Administration have prepared a Supplemental Final Environmental Impact Statement (SFEIS) for the METRO Blue Line Extension project. This document provides the refined benefits and impacts of the project since the SDEIS and identifies specific measures that will be taken to avoid, minimize, or mitigate potential negative impacts.

The SFEIS also identifies permits needed for the project and includes responses to comments received on the SDEIS. The environmental review process for the METRO Blue Line Extension is required by the National Environmental Policy Act and the Minnesota Environmental Policy Act.  
 

Public comments

Public comments will be accepted on the SFEIS through June 22. Following the review period and consideration of comments received, a Federal Amended Record of Decision and Minnesota Adequacy Determination are anticipated. These steps will document the Council’s and FTA’s final decision regarding the environmental phase of the Project, prior to proceeding with final design, property acquisitions, and permitting.

Draft Section 4(f) and Section 106 evaluation

The SFEIS also includes Amended Draft Section 4(f) and Section 106 evaluation. Section 4(f) relates to the Department of Transportation Act and evaluates impacts to parks and historic properties. Section 106 relates to the National Historic Preservation Act and evaluates impacts to historic and cultural resources.

 Of the 17 parks/recreational areas in the study area, FTA has preliminarily determined that de minimis impacts would occur at 4 park/recreation properties and is seeking public input regarding the effects on these properties:  

  • College Park 
  • North Hennepin Community College (NHCC) athletic fields 
  • Tessman Park 
  • Wirth/Victory Memorial Pkwy Regional Trail 

Of the 21 National Register of Historic Places-eligible historic properties in the APE, FTA has preliminarily determined that de minimis impacts would occur at 5 properties: 

  • West Broadway Ave Residential Historic District 
  • North Community YMCA 
  • Reno Land and Improvement Company Addition Historic District 
  • Sundseth Undertaking/Sundseth-Anderson Funeral Home 
  • Control-Data Institute and Control Data – Northside Manufacturing Plant 

And Section 4(f) use (adverse impacts) would occur at 2 eligible historic properties: 

  • The Northwestern National Bank – North American Office  
  • The Forest Heights Addition Historic District   

FTA has coordinated with the property owners responsible for these resources regarding the intent to make de minimis use determinations. The public can provide comment on the Draft Section 4(f) through June 22, 2025 by emailing BlueLineExt@metrotransit.org.  

FTA will seek written concurrence from the owners that the project will not adversely affect the activities, features, and attributes that qualify the property for protection under Section 4(f) and make final determinations on de minimis use of these resources after review of public comments on this document. FTA will publish a Final Section 4(f) with the Amended ROD.
