Supplemental Final Environmental Impact Statement (SFEIS) for Construction-Related Potential Impacts on Business Revenues

The Supplemental Final EIS provides an update on the status of ongoing Central Corridor LRT construction-related business mitigation programs. Additionally, the Supplemental Final EIS includes a record of all comments on the December 2012 Supplemental Draft EIS and responses to comments received.

Supplemental Draft Environmental Impact Statement (SDEIS) for Construction-Related Potential Impacts on Business Revenues

Note: The 2012 Supplemental DEIS deals with impacts on Central Corridor businesses as a result of Green Line construction. Information on the 2008 Supplemental DEIS, which deals with changes to the project between 2006 and 2008, is available on the 2008 SDEIS page

This Supplemental Draft EIS was completed in response to U.S. District Judge Donavan Frank’s court order in January 2012 clarifying that the consideration of impacts on business revenue due to Central Corridor LRT construction be completed in the form of a Supplemental Draft EIS.

The Metropolitan Council and the Federal Transit Administration (FTA) prepared the Supplemental Draft EIS for public review and comment in December 2012.  The Metropolitan Council and the FTA will respond to comments received as part of the Supplemental Final EIS document.

Finding of No Significant Impact for Business Impacts Supplemental Environmental Assessment

The Federal Transit Administration (FTA), as the lead federal agency for the Central Corridor Light Rail Transit (CCLRT) project, issued a Finding of No Significant Impact (FONSI) with mitigation for the Construction-related Potential Impacts on Business Revenues Supplemental Environmental Assessment (SEA). The mitigation included in the FONSI concludes the required National Environmental Policy Act review analyzing potential impacts on business revenues resulting from CCLRT construction.  The FONSI also includes responses to all public and agency comments received on the Draft SEA during the 30-day comment period. 

Draft Business Impacts Supplemental Environmental Assessment 

The Supplemental Environmental Assessment (SEA) was completed in response to U.S. District Judge Donovan Frank’s January 27, 2011 ruling in the NAACP’s lawsuit against the U.S. Department of Transportation requiring additional environmental review of potential loss of revenue by local businesses during CCLRT construction.

The Metropolitan Council and the Federal Transit Administration (FTA) have prepared the Supplemental EA for public comment and review. The Metropolitan Council and the FTA responded to public comments on the Draft SEA as part of the final SEA document.
