METRO Blue Line Extension Final Environmental Impact Statement

The information on this page is for the METRO Blue Line Extension project's prior alignment. The original documentation was completed prior to August 2020. The new recommended route now requires additional environmental documentation.

The Federal Transit Administration (FTA) and the Metropolitan Council published the METRO Blue Line Extension Final Environmental Impact Statement (Final EIS) on July 15, 2016 (Notice of Availability [PDF]). The Final EIS identifies impacts from the Blue Line Extension Project, including measures to avoid, minimize and mitigate these impacts. The Final EIS also includes the Project’s Section 404 permit application, Amended Draft Section 4(f) and 6(f) Evaluation, Section 106 Memorandum of Agreement, and responses to comments received on the Draft EIS.

In 2022 the project released a revised route which will require a supplemental EIS.  A fall/early winter 2023 publication of the Supplemental Draft EIS is anticipated, with a Supplemental Final EIS anticipated in late 2024.

Record of Decision

The Record of Decision (ROD) was signed by FTA on September 19, 2016, and includes the agency’s decision regarding compliance with relevant environmental requirements.

Determination of Adequacy

The Metropolitan Council (Council) as the Responsible Government Unit (RGU) is charged with determining the adequacy of the Final EIS for the Southwest Light Rail Transit (METRO Green Line Extension) Project (Project).  On August 10, 2016, the Council determined that the Final EIS for Project is adequate. This concludes the state environmental review process for the Project under Minnesota Rules chapter 4410.

The Final EIS also includes appendices that present additional information, including supporting documentation and responses to comments on the Draft EIS.
